He did doubled down on illegal invasions/attacks in foreign countries, killing of people without due process.
He did doubled down on attacking/jailing gov't whistle blowers and racketing up gov't secrecy.

but the domestic spying itself has simply continued... with a few caveats reigning it in around the edges added since he's been in.
But do I think he probably lied about domestic spying more than Bush lied about it.
