might it be attributed to women shaving? Just saying..but, to look at this critically, what about evolutionary effects of increased/ more effective contraception. If, in fact, a larger/longer penis is advantageous, then it would be more successful at reproduction; whether it be in having more sex or by some mechanical advantage with conception.
