No , it's not nonsense as I think the 19th VERY clearly demonstrates that the founding fathers weren't perfect and that they in fact made mistakes in the original COTUS that needed correcting. Anyone who claims the Constitution needs to be changed in any way. Can make it happen by following the conditions of making changes to the Constitution as written in the document.

Not exactly. There was an agreement by those in Constitutional Convention that a Bill of Rights would be added. If it could have been done before the ratification, there'd have been no need for those 10 amendments, they'd have been incorporated into the original.

Sounds good. It just kind of muddles everything up and nothing really good came after the 15th anyway.
