Default Can the Postal Service be trusted with your taxes?

I earned income in four states in 2013. NH has no state income tax. CT has efile for all incomes and I promptly recieved my refund in a carefully designed envelope that obscures that it's a refund. I mailed RI because the online filing service said I owed $700, while a paper return said RI owed me $400. My RI return a full month later has not arrived. My federal refund 20 days after "Where's my refund" said the IRS sent it has still not arrived. I don't like doing direct deposit for taxes because of the risk of the government erroneously freezing your account.
