We'd had the 'pop pirate' stations of the '60's, transmitting a style of broadcast not heard before in Britain, and it was all done in a way that invaded a legal grey area, with broadcast ships anchored just beyond the 3-mile territorial waters limit.
The stations were ultimately outlawed (by the Socialists), but the BBC noted their popularity. They created Radio 1, their own 'clone' of the style of those pirate stations.
