I believe it will go way above 20 million and I also believe the Federal Government should in no way pay for what these animals have done, as the prosecutor for the case has said, these young folks aren't thugs, they are just acting out, well let them live in what they have made. Use that rainy day money to get the business owners and the innocents out and then let the nice rioters live in the dump they made.

The recent Baltimore riots will cost the city at least a staggering $20 million - and all the estimates aren't in yet.
According to the Baltimore Sun, the $20 million figure includes expenses for police and firefighter overtime, damage to city-owned property and payment to other jurisdictions that assisted with policing duties.
Baltimore’s finance director, Henry J. Raymond, said that the city can cover the costs from its rainy day fund, but that it is only a temporary solution and that they are planning on requesting up to 75 percent reimbursement from the Federal Emergency Management Agency.

You're not comprehending the gist of the agenda here. Leftists = zero consequences for personal and political choices. Redistribution of wealth means that their cesspool liberal-run cities can screw up and allow as much damage as they want to occur and still get bailed out by US taxpayers as long as their leftist masters are in control of government. And unfortunately, it seems that they also control both houses of Congress, as well as the Executive Branch, currently.
