Why do you suppose that is? The only thing that stops people from developing their own country is socialism. Without socialism, one produces or one starves. Ukrainians seem to do pretty well in Canada. If I want to experience Ukrainian culture, it's as easy as a visit to Winnipeg, which happens to be a nice city.

    https://en.wikipedia.org/wiki/Ukrainian_Canadian

The provinces with the largest Ukrainian populations (single and multiple origins, 2006) are: Ontario, 336,355; Alberta, 332,180; British Columbia 197,265; Manitoba, 167,175; Saskatchewan 129,265; and Quebec, 31,955. In terms of proportion of the total population, the most Ukrainian provinces and territories are Manitoba (15%), Saskatchewan (13%), Alberta (10%), Yukon (5%), British Columbia (5%), and Ontario (3%).The metropolitan regions with the largest Ukrainian populations (single and multiple origins, 2006) are: Edmonton 144,620; Toronto, 122,510; Winnipeg, 110,335; Vancouver, 81,725; Calgary, 76,240; Saskatoon, 38,825; Hamilton 27,080; Montreal, 26,150; Regina, 25,725; Ottawa-Gatineau, 21,520; St. Catharines-Niagara, 20,990; Thunder Bay, 17,620; Victoria, 15,020; Kelowna, 13,425; Oshawa, 12,555; London, 10,765; and Kitchener 10,425.
    The Census Divisions with the largest percentage of Ukrainians are: Manitoba #12 (25%), Alberta # 10 (20%), Alberta # 12 (19%), Manitoba # 11 (15%), Manitoba # 7 (13%), Manitoba # 10 (12%), Manitoba #9 (12%), Manitoba #2 (10%).
It is impossible to know which are proportionately the most Ukrainian municipalities in Canada since Statistics Canada does not release such information for communities with less than 5,000 people, and Ukrainians are the most concentrated in the smallest communities in the rural West. That being said, the following are communities (total greater than 5,000) with a high percentage of Ukrainians: Vegreville, Alberta (41%), St. Paul, Alberta (town) (31%), St. Paul County, Alberta, 26%.

I don't think that Canada is Ukraine, the Motherland of Ukrainians. I don't think that since 1991 they keep on living in the socialist country. I know that even before 2014 there were more than 3 million Ukrainian labor migrants a year earning money in Russia while their country was destroying. For 24 years they ruined, but not developed, almost everything they had after their escaping to their "independent life". There are the following stages for mankind development: tribe, nationality, Nation, Civilization.
You know that there are very many nationalities, but not every nationality is able to grow up into Nation and construct, develope and secure own State.
You can compare the starting positions and results with those of Ukraine:

    USSR 1945-1969
    Germany 1945-1969
    Ukraine 1991-2015

Alexander Skipalsky (*) said: "In history there are laws that need to be understood. For centuries, Ukraine had never been a State. Once, during a discussion I had this analogy: the Jews went to their statehood two thousand years. They have developed such a genotype - support each other in any situation. But we, Ukrainians, survived only because we were good servants. We are easy to obey and work on another country. This unpleasant fact we must realize. "

(*)In 1992-1997 the Chief of the Main Directorate of Military Intelligence of the Ministry of Defense (DIU) of Ukraine, while Assistant Secretary of Defense.
Since 1998 Alexander Skipalsky - Ukrainian lieutenant-general (two star General), twice deputy chairman of the Ukrainian Security Council. One of the founders and chairman of the Union of Officers of Ukraine.
Honorary Chairman of the Association of veterans of intelligence of Ukraine

Perhaps they 'let' the 'little things', such as prolonged warfare on their territory with a substantially mightier power, limit them ??

Perhaps it isn't that easy to have a fiscally successful economy when your borders remain under threat ?

There's a difference between being prey to situations not properly under your control, and the freedom to make intentions become a reality, Balu.

Beginning from the date of the birth of Russia our borders remained under the PERMANENT threat and so what?
And their CIVIL WAR is a result of their inability to solve THEIR OWN INTERNAL problems amicably by negotiation with THEIR OWN citizens.
There are NO Russian troops in Ukraine, and BEFORE armed coup in February 2014 the Crimeans did not raise a question of REUNION with Russia.

To refresh the memory a bit.

    05 MAY
1948 - US President Harry Truman is briefed on the Joint Chiefs of Staff war plan "Halfmoon" which calls for a pre-emptive Atomic attack against the Soviet Union even though the USSR does not yet possess atomic weapons.
