IIRC, the argument is that he didn't stop the Southern states and made concessions to them and is blamed for the events that led to the US Civil War. The facts are, the Civil War was coming and long before Buchanan. Slavery had been a major issue since the 1820s. The same events are unfolding now. The People vs the government; which, is what the Civil War was REALLY about. Buchanan was just the unlucky guy that preceeded Abe kinda like the Dems deflecting to blaming Bush to cover Hillary's crimes.
