The driver was mentally unbalanced and likely on stimulants. There are no credible witness statements stating that the driver said anything until she exited the second sidewalk. At which time she requested to be taken in by police.
The driver could have been protesting Donald Trump. Or the Miss Universe pageant, which was taking place at the same time as the incident.
