I didn't know what the Coast Guard did until Elessar came on DP. I didn't realize how essential it was to the security of our country. My guess is that Trump doesn't know this either.
What make you think that President Trump has the same level of awareness as you do? May be I will surprise you, but there is such a conception as erudition. In case of the USA Coast Guard means Naval Border (Frontier) Guard or Security. In ANY country this is the separate branch of the Army or a Special Forces with own missions. For example in Russia this branch belongs to FSB (former KGB).
