That is correct. Recruiters are not allowed anywhere near the test, the booklets, nor the applicants while it is being administered. If they think so much as one booklet has been compromised all of USMEPCOM will scratch the test and issue a whole new one (there are 4 versions of the test to preclude copying).

The ex worked for the MEPS (USMEPCOM) not the USMC. As the largest branch, the Army has administrative control of MEPCOM, but USMEPCOM falls under the DoD. It's a joint duty assignment. Military personnel assigned to MEPCOM are called "purple shirters" and if you get caught helping service counselors or recruiters you can kiss your career goodbye.
