Balu is just compensating. He's upset that Russia is a pariah for the invasion and occupation of the Crimea and attempting the same on Ukraine.

Then there's the issue that all countries would at their braggadocio over nukes, if they weren't so incompetent, dishonest, and a danger to their people and the world.
