Welcome to pre-police times! Remember, the police are there to protect the bad guys from the general citizenry they mean to harm. The days of the general citizenry seem to be coming back:

A few years ago the thought of roving gangs of "security" was unheard of. The only discussions were about muslims doing so in parts of London, and then we heard about it in MinnyMogadishu. Minnesota area had this issue for a long time now.

But now, it's opened up and citizenry in general. As policing gets less and less, and crime increases, folks are taking matters into their own hands. From roving gangs with loaded guns to just gangs of people blocking the streets from protesters and violence. That's a recipe for disaster and death, and why we have trained police to begin with.

Need I say more?” - Chris Rock
