Oof. If this turns out to be a National Carrier like AT&T, they're in for some huge fines... literally millions of dollars per minute.
The 911 system is the holiest of holy circuits in the telecom world, and the FCC enjoys making examples of anyone screwing that up, even for 5 seconds.
This sounds like a software glitch, but that doesn't mean whoever owns that software is off the hook.

911 was down here in Tucson.
TUCSON — Pima County 911 lines temporarily went down down for the entire region, the Pima County Sheriff's Department announced Monday evening.
Those in need of assistance were advised to call (520) 351-4900 or text 911, which was still operational. Additional information, including the reason for the outage, was not immediately available.
The Tucson Police Department announced that the lines were back up and running around 5:15 p.m. Those in the middle of an emergency can call 911 again.
