Considering Biden's total train-wreck of a Presidency so far, what is the best explanation we can provide for him? And in contrast what is the most likely explanation?

Here's a list of things that need explanation, with the most charitable explanation vs most likely one:

1. Totally open southern border, allowing unchecked human and drug trafficking from Mexico into the US
Most charitable - Joe feels enormous compassion for trafficked humans, so much so that it overrides any worries he might have about border security, US jobs, cartel gang violence, US fentanyl deaths, and destruction of property in border states
Most likely - Joe thinks the trafficked humans can become Democratic-registered voters.

2. Botched withdrawal from Afghanistan left behind thousands of Americans and tens of thousands of Afghan friendlies, most likely to die at the hands of the Taliban. It also left behind billions of dollars of military equipment to possible be used by the Taliban or China or Russia.
Most charitable - Joe really wanted to end the American presence in Afghanistan after 20 years to save the lives of servicemen and dollars spent to keep them there. Botching the withdrawal horrendously was just an honest screw-up on his part, or to be even more charitable to Joe - a screw-up on the part of his underlings. (although no one was ever fired)
Most likely - America leaving Afghanistan was polling well in 2021 and Joe thought he could get a victory lap by ordering the withdrawal. He was so eager for a victory lap that he ordered the withdrawal to happen suddenly on the 20-year anniversary of 9/11, despite no one being ready yet for the withdrawal.

3. Emails have been exposed that show Hunter Biden getting many millions of dollars of slush money from China, Ukraine, and several other countries for access to VP Joe Biden, and Joe getting a cut of the millions
