I'd say it depends on where you live. Just like the US. The border towns that are isolated from Mexico City and run by cartels are probably no better nor worse than NYC, Chicago, DC, Philly (any monster Dem city).
Mexico City is geographically isolated from most of Mexico, and most of Mexico's population lives within its geographical sphere.
