Big-picture-wise, yes it's despicable. Bean counters polishing chairs with their backsides back in the World neither care about nor want to hear extenuating circumstances. Gear or cash. The Army is the worst, IMO.
It DOES fall back on CinC, IMO, that his stupidity was the cause of having to leave gear behind but that's a charge that'll never happen.
