On Dec. 15, 1791, the Bill of Rights was officially ratified and became part of the Law of the Land, the U.S. Constitution.

Until that day, the Constitution had not contained anything about Freedom of speech, Freedom of religion, of the Press, the Right to bear arms, etc.

Since that day, I'm still not sure if it does, judging by how the government and various persons of the southpaw persuasion (in both parties) treat it.
