Hey, this concept was pretty well accepted as far back as the middle ages.

How is having a large population a bad thing for a country or government? More people to open up businesses, more people to work, more people to tax.
One of the big reasons Europe is in so much trouble is because of their almost non-existant birth rate. They have a very small young generation and working population trying to support a huge elderly population feeding off their welfare state.

And no they didnt lack the basic necessities. You see when they had certain needs they learned to work hard, change their ways of thinking, and meet those needs. Otherwise, they would have been dead.
