They aren't rules. They are not even law. It is the sentiment of the governing body to offer sanctuary, a semi-religious concept that has not been clarified by existing laws. It's a gray area despite your attempts to make it black and white. Most of these places are merely telling their local law enforcement that unless the federales are present and taking names don't bother kicking ass. Not every infraction is a federal crime. If it were, then your boy George would have made his puppet congresses pass legislation to fund the increased activity that you are advocating. They didn't and the locals aren't footing the bill if the feds refuse to do so.
