They aren't rules. They are not even law. It is the sentiment of the governing body to offer sanctuary, a semi-religious concept that has not been clarified by existing laws. It's a gray area despite your attempts to make it black and white. Most of these places are merely telling their local law enforcement that unless the federales are present and taking names don't bother kicking ass. Not every infraction is a federal crime. If it were, then your boy George would have made his puppet congresses pass legislation to fund the increased activity that you are advocating. They didn't and the locals aren't footing the bill if the feds refuse to do so.

They don't have the right or luxary to ignore the Constitution.

You completely misread what he said. He never claimed that illegals were running the town, merely that it was a majority immigrant population (both legal and illegal). He also never said that the illegals could vote. You made that jump.

Watsonville is 75% Hispanic. You also appeared to miss the most important part of the City Council's action: it was a "symbolic action" to declare the town a sanctuary. No force of law. Symbolic.
